Remediation of "scattering pollution", a group of small rural workshops shut down the environmental storm, the Nanjing pilot plant reclamation

In August of this year, Nanjing launched a special campaign to rectify “disorganized pollution” enterprises (workshops). Under the environmental storm, a number of small rural pollution workshops were shut down. After the “disorganized” small enterprises were shut down, the question before the environmental protection and local government departments was how to carry out environmental remediation and repair in the small industrial parks in the suburbs. Gulin Street in Jiangning District took the lead in trying to restore rural plants to farmland.

Remediation of "scattering pollution", environmental protection storms scraped into the countryside

“Dispersed and dirty” enterprises refer to enterprises that do not conform to industrial policies and industrial layout plans, and have problems such as safety, fire hazards and pollutant discharges.

“There are many scattered enterprises in the suburbs and suburban junctions, and their existence has historical reasons.” People from the Municipal Environmental Protection Bureau said that in the 1990s, rural development industries were encouraged, village committees and communities built up factories. Rural small industrial parks have emerged, and some villagers use their own houses for production or rent out houses as small workshops. These small industrial parks and small village workshops have poor environmental protection facilities and even few environmental protection facilities. Although they have brought economic benefits to the local area, in the context of ecological environmental protection, these small industrial parks and small workshops with large environmental pollution must be carried out. Remediation.

According to the introduction of the environmental protection department, after comprehensively sorting out and sorting out, Nanjing City has formed a list of “disintegrating and pollution” enterprises, and the districts and streets involved in the list have set up command headquarters to strongly promote special actions.

The former furniture village, quiet today

Zhou Jizu's furniture factory is located in Fortress Hill, Guli Street, Jiangning District. It is at the junction of Yuhuatai District and the junction of Jingliu Community and Jiantang Community in Guli Street.

"My factory is the biggest here, and other factories are still small." When he met Zhou Jizu, he said this. Looking around, this small industrial park is dominated by low-rise small factories. The reporter walked around and did not see a company that is being produced. Some have already posted seals and some are moving. Zhou Jizu said that there are more than 20 companies concentrated here, all of which are engaged in the processing of furniture, wooden doors and cabinets. From the scene, the equipment of these furniture factories is very simple, and the surrounding environment of the factory is scattered.

Zeng Peng, director of the Environmental Protection Institute of Guli Street, told reporters that the pollution generated by the park in Fortress Hill is mainly caused by noise, dust and odor. “Remediation is very difficult. In addition to the resistance of the business households, because of the rental income of the villagers’ houses, there are also unsupported villagers.” It is difficult for these enterprises to achieve environmental protection through rectification. After the district environmental protection bureau has combed, it must be shut down. move.

Jiangning District Environmental Protection Bureau introduced that they used this as a demonstration point for the special action of “disorganized pollution” in the whole district, and concentrated on joint law enforcement. At the end of October, all enterprises have signed a shutdown agreement. As of November 13, all enterprises have stopped production, and the relocation and factory demolition have been completed before the end of the year.

From the factory to the farmland, the first reclamation pilot

In addition to being a demonstration point for the rectification of small businesses, Guli Street is also preparing to restore the Fortress Hill Industrial Park to agricultural land. This is the first pilot project for the rehabilitation of Nanjing.

According to reports, this small industrial park in Fortress Hill covers an area of 24 mu. The main reason for the reclaiming is that the industrial projects are mostly wood processing, and there are almost no procedures such as painting, so there is no pollution to the soil and water. After the demolition of the plant, the soil is leveled, plants such as soybeans that help the soil are repaired, soil nutrients are raised, and cultivation can be resumed.

According to the environmental protection department, if the pilot project in rural small industrial parks is successful, it will be of great significance to the rectification of the “disorganized pollution” enterprises in the city. “There will be a large number of small workshops being shut down and relocated. How to solve the empty plots and how to solve environmental problems?” said the Municipal Environmental Protection Bureau, the rectification of “scattering pollution” is to let the low end, Enterprises with large energy consumption and high pollution disappeared, but the rural economy needs to develop, and the government departments should conduct special research on this. After the relocation of “disorganized” enterprises, the first thing to do is pollution monitoring. If soil and groundwater pollution is caused, it is necessary to establish a negative list of soils and carry out restoration; if there are reclaiming conditions, agricultural land planning should be carried out; if it continues to be used for production It must be adapted to local conditions, in line with the direction of local industry development, and introduce industries with little impact on the environment to help rural economic development.
